Spamhaus SBL/XBL and similar lists are consulted by many large mailbox providers, so a hit there usually causes real delivery failures. Smaller lists may only affect a few receivers.
A timeout or DNS error for one list means the check for that list is inconclusive, not that you are listed. Re-run the check, and treat repeated errors for the same list as inconclusive too.
